Rasa Budbergytė, an elder of the Social Democratic Party faction of the Seimas, proposes to oblige merchants to apply discounts and loyalty programs to customers who shop at self-service checkouts. She proposes to supplement the law on the protection of consumer rights with the provision that in cases where a consumer pays at a self-service cash register at a retail outlet, he "has the right to compensation for time and other costs."
According to R. Budbergytė, after the adoption of the amendments to the law, the principles of consumer rights protection and fair remuneration for work provided for in the Constitution will be ensured.
Last week, the Law and Order Committee of the Seimas, which deliberated on the regulation of self-service cash registers, decided to take a break. In this way, the author of the project was given the opportunity to further improve the project, taking into account the conclusions of the Law Department.
In the opinion of the Seimas Law Department, R. Budbergytė's proposal to oblige merchants to apply discounts and loyalty programs to customers shopping at self-service checkouts due to the limitation of property rights is contrary to the Constitution.
We want to ask you, do you agree that customers should receive discounts when shopping at self-service checkouts?
