Construction work on Naugarduko Street in Vilnius has raised serious doubts - the State Territorial Planning and construction inspection (VTPSI) conducted an inspection and, due to possible document forgery, contacted the Prosecutor General's Office.
The VTPSI received a complaint about the possibly illegal reconstruction of a building on Naugarduko Street. Residents emphasized that the builders are relying on old, "paper" permits, the originals of which have not survived, and the work being performed clearly exceeds the scope of capital repairs - load-bearing structures are being demolished, the roof is being replaced, new external walls are being formed, and almost 2000 m² of new premises are being installed.
Inspections revealed serious discrepancies
The construction site has been inspected several times. During the inspections, violations and inconsistencies in some of the submitted documents were identified, which raised serious suspicions about the legality of the construction.
The Building Inspectorate, having examined the documents submitted by the builders and checked the archives, found that one of the submitted permits was issued more than two decades ago – for a completely different object and address. Moreover, it was intended for a different type of work. A little later, the builders presented the inspectors with another construction permit – this time a reconstruction permit, issued in 1999. This permit also raises doubts about its legality, because at that time municipalities did not have the right to issue construction permits. Such discrepancies raise reasonable doubts about the legality of the documents, therefore the information was transferred to the Prosecutor General's Office.
"This situation shows how important the vigilance of residents and the principled work of institutions are. Our duty is to protect the public interest by ensuring that construction takes place legally," says Albertas Stanislovaitis, head of the VTPSI.
Currently, VTPSI continues to review all declarations, assess the validity of documents, and determine whether construction works are being carried out with all necessary and valid construction documents. The goal is to ensure that construction is carried out in compliance with all laws and requirements.
