The Deputy Minister of Internal Affairs, Arnoldas Abramavičius, says that the first town of modular houses for migrants in Medininkai, on the territory of the Pasieniai School, will be established at the beginning of August.
According to him, it will be possible to accommodate a total of about 850 migrants in the huts - currently the incoming containers are waiting.
"There might be the first such object there. After the purchases were made, 850 places would be transferred to the Medininkai border school. It will be the beginning of August. The purchases would increase, I think they are already taking place, the State Border Guard Service is buying," the vice minister told BNS on Friday.
According to him, migrants from border checkpoints, municipal premises - schools and other places will be transferred to this town.
"This does not mean that new people will not be added, the process is permanent. There will be new containers, new places will be sought," he said.
A. Abramavičius also assured that another new camp should appear in autumn, currently one of the most realistic options under consideration is a 16-hectare territory in the village of Augustavas near Švenčionėlii.
"So far, yes, but let's understand that we are not going to look for camp options, that there are only nine municipalities in Švenčioni municipality, on the border, it could be in all municipalities, I would not like to look for some kind of confrontation (...). October is a critical period, but I won't say the deadline yet," said A. Abramavičius.
The largest camp is 2 thousand. migrants
The vice-minister also assured that no more than 2 people would live in the largest migrant camp. persons, although according to the most pessimistic scenario, it is estimated that Lithuania may receive 40 thousand. migrants.
"Black script - yes, it can cover 40 thousand. migrants, but what does it mean, during which period - if we already have 3 in July, it could be 40 in a year, that number is completely realistic. But by no means, they cannot be in one place", said A. Abramavičius.
According to him, both the requirements of the international migration organization and the requirements for the organization of practical camps provide for no more than 5 people. camps of persons.
"On the other hand, under the conditions of Lithuania, we have 5 thousand we are not ready because camps of this size are usually set up in the southern regions. But, let's say, 1,5-2 thousand. would be the optimal number. ", the interviewer added.
The holidays are ready to allocate two places
In turn, the municipality of Švenčionių district, preparing for the construction of the refugee town, offered two territories - in addition to the one mentioned near Švenčionių, the possibility of using a plot in Pabrade, near the school, for the construction of modular houses is being discussed with the border guards and other officials.
Jovita Rudėnienė, director of the administration of Švenčioni district municipality, told BNS that the ministry plans to settle about 2 people in the district. migrants, but for now it is considered the most suitable facility near Švenčionėlii.
"This is a 16 ha plot that we manage under a lease from the National Land Service. This area is a little further away from the city center, surrounded by some forests, and garden communities are located within a kilometer radius. Therefore, the biggest issue is about security itself - the construction of a physical fence, the protection of security services, border guards and other services", said J. Rudėnienė.
According to the director, it is assumed that 800-1000 migrants could be accommodated in this territory - there are also unused buildings and brought communications.
Another area offered by the municipality of a little more than two hectares is located in Pabrade, next to the school building - it currently houses several groups of the renovated Pabrade kindergarten. According to J. Rudėnienė, if it is decided to accommodate migrants not only in modular houses, but also in the existing building, "we will look for ways to move the entire kindergarten and concentrate the children in another place".
"There would be 2-3 hectares and an administrative building, there is a large canteen, a kitchen, food could be prepared there." But for now we are looking at engineering - there is electricity, water supply, sewage, because these are important indicators when choosing a place and serving refugees. For now, the possibility is being considered, whether it will really happen - there is no decision. But because of Augustav, if the Dieveniškii loop, the school for border guards, is completed, the further point would be right here," she said.
Mayor: only scouting is taking place
Švenčioni district mayor Rimantas Klipčius says that in one or several towns "we are talking about the number of migrants not exceeding a thousand or two thousand", because as the cold season approaches, people will have to be moved from the tents in the fortifications and elsewhere.
"Of course, we should not talk about such numbers as 40 thousand, because we logically, probably, understand that no one would build such a city in one place, it is impossible to create it. We are talking about the fact that at most there could be a camp of several thousand migrants somewhere in Lithuania," asserted R. Klipčius.
The Ministry of the Interior encountered active opposition from the community of Dieveniškii in the Šalčininkai district to the settlement of migrants near the town's gymnasium. For his part, R. Klipčius says that until a specific location is agreed upon, the talks with the residents are not yet taking place, but all factions of the municipality are invited to discuss the issues with the representatives of the Interior, Education, other ministries, and border guards as early as next week.
The mayor says that the most important requirement of the municipality would be to ensure the safety of the residents, that is, to surround the town with a physical fence, to ensure the patrolling of officers or security services.
He also testified that he could not yet answer whether the use of the territories would require the council's approval, since they are managed by the National Land Service, and the municipality was granted their use.
"We are planning to hold a joint committee meeting, where we will speak - it would be necessary for the members of the council to hear the message clearly, so that it would be possible to communicate more clearly with the residents. Because when such headlines come out that such numbers will be placed - it's not true, it's just scouting. Yes, it is said that there will be a thousand, maybe up to two thousand (…). And the council will, if necessary, take one or another decision in accordance with the valid legal acts", emphasized the head of the municipality.
In recent months, Lithuania has faced a significant increase in illegal migration, in total this year more than 2,4 thousand have already tried to enter the country through Belarus. illegal migrants. Lithuanian officials call the increased migration an organized campaign against Lithuania by the neighboring country's regime.
