State territorial planning and construction inspection (VTPSI), after conducting a thorough investigation, has stopped the unauthorized construction works in the building at Naugarduko St. 41, Vilnius. Such an extreme measure was applied after it was determined that the construction was being carried out in violation of the requirements of legal acts, and the documents permitting the construction were possibly forged.
During the investigation, it turned out that UAB "Projekto savininkas" carried out the reconstruction of an administrative building without having all the necessary documents. In addition, the notification of the start of construction was submitted already during the execution of the works, and the scope of construction significantly exceeded the limits of capital repairs - the roof was replaced, the load-bearing walls were raised, and a new volumetric expression of the building was formed. Also, in November 2024. the builder declared the completed construction works, submitting cadastral data files and a possibly forged permit, regarding the construction works, which began to be carried out only in March 2025, therefore, suspicions arose that the declarations were registered before the declared completed works were completed.
“The investigation was not easy – a number of violations were found: the documents were submitted late, their content raised reasonable doubts, and the actual situation clearly did not match the declared works. The builder tried to manipulate both the documents and their interpretation – this surprised even our highly experienced inspectors. We also involved the municipality, the Department of Cultural Heritage in the investigation, and consulted with the academic community. After responsibly assessing the situation, we contacted the Prosecutor General’s Office regarding possible document falsification. We thank the residents who reported possible violations – this helped to launch an investigation and stop arbitrary construction works,” says Irina Tūzienė, Director of the Eastern Lithuania Construction State Supervision Department of the VTPSI.
On June 2025, 12, the builder was issued an act of unauthorized construction, a mandatory order to stop work, and an order to eliminate the consequences of unauthorized construction within a specified period. The builder has two options - to dismantle the unauthorized construction or to seek its legalization in accordance with the procedure established by legal acts, i.e. to prepare a project and obtain a construction permit from Vilnius city municipalities administration.
In turn, taking into account the identified violations of the law, the State Territorial Planning and Construction Inspectorate intends to initiate administrative offense proceedings against the builder.
VTPSI reminds that in all cases where doubts arise regarding the legality of construction, it invites residents to report possible violations - the institution will evaluate the information and, if warranted, take action to protect the public interest.
