The residents of the 67th house on Laisvės avenue do not know how to stop the neighbor who has parked vehicles for sale in the yard and is taking customers around the staircase like a car showroom.
"Perekūpas" - this is the slang term used by the residents of Laisvės Avenue 67 for their neighbor, with whom they have been unable to come to an agreement for several years to arrange the cars for sale somewhere else.
Such a business scheme is great - a place in the yard of the house does not cost a penny, oh police whether the municipality's Public Order Department will not punish. After all, cars that are running after passing technical inspection are not some kind of fools.
It is only important that after the customer buys a car, he manages to park another one for sale in its place.
They do not agree to expand the site
Anatoly said that the family of a neighbor who is engaged in the car resale business owns as many as four cars. Not only that, there are at least five other cars he sells constantly parked in the yard.
"At least ten places are constantly occupied, and how much is that yard here?" Expand cars parking lots neither that neighbor nor the other residents of the house agree. After all, we should pay at least half of the amount, the municipality might cover the other part", the man complained.
According to him, that neighbor is so impudent that he does not park cars for sale in the further gravel lot, although there are still spaces there. But then he wouldn't be able to see his vehicles through the windows.
He warned not to touch the machines
Another resident of the house, who asked not to be named, said that he simply begged the neighbor not to leave so many cars under the windows, but received threats. It is said that if someone punctures at least one tire or nails the side of the cars he sells, don't wait.
"I know the only way to fight the tricksters is this way, because no one is helping us." But what does that have to do with it? After all, his windows are facing the lot where the cars are parked," sighed the man from Vilnius.
He intends to contact the relevant authorities regarding the illegal activities of his neighbor, but what will happen if it turns out that the person has legalized his business?
He just waved his hands
The representative of the municipality, Gabrielius Grubinskas, confirmed that the laws and other legal acts do not prohibit the storage of operable cars (able to participate in traffic) in parking lots, nor is there a limit to the number of cars one resident can have.
"The municipality does not control the car trade. We receive individual complaints about similar situations. They are evaluated taking into account whether the cars are parked without violating the Road Traffic Rules and whether they are operated", explained G. Grubinskas.
The situation is different with non-operational cars - they are taken to court in order to recognize them as ownerless, they are towed, and fines are imposed on the owners of cars parked in violation of road traffic rules.
The representative of the municipality emphasized that the majority of apartment buildings in Vilnius are located on state land, on undeveloped plots. The parking lots in such areas are for general use - parking spaces are not reserved or assigned to specific residents.
Žirmūnai was afraid to complain
A similar case happened a few years ago at the 30th apartment building on Žirmūnų street, in the yard of which one resident parked eight, and earlier - as many as 11 vehicles.
Some of them were placed very blatantly right at the entrance of the apartment building, occupying more than one place.
Other residents of the 30th house on Žirmūnai Street were forced to park their cars in neighboring yards, which caused the anger of those around them.
The man who parked his car near the 30th house on Žirmūnai Street was a conflicted personality, just waiting for someone to hook him up.
Because of this, the neighbors were afraid to even complain.
Neighbors who were outraged by the cars would later find their cars scratched and light bulbs broken in the stairwell.
Removing old cars is a long procedure
The municipality only removes non-operational vehicles from yards. Every month, 15-17 of them go to the municipal site (photo).
Some residents even applaud as they watch the old cars being loaded.
But a long procedure awaits before the removal of old cars. Initially, the municipality urges the owners of non-operational (unused) vehicles left unattended to take care of them and remove them from public places as soon as possible.
It is stated that, according to the Code of Administrative Misdemeanors, persons who keep non-operational vehicles in public places may be given an administrative penalty - a warning, and for repeated offenses - a fine of 140-300 euros. The vehicle may also be impounded.
If the owner of such a vehicle cannot be identified, the cars are taken over by the municipality - they are taken away and stored until the owner appears or the court makes a decision regarding their recognition as ownerless property.
