"In a relatively short period of time, we need to come up with extremely high-value calculations. And those calculations certainly don't please everyone. Some positions are unprofitable, some are not. That's what we're balancing, trying to find a solution together," T. Grincevičius told BNS Plius this week.
"This is the main thing, because there is little money. Whatever A. Avulis says in public, he is speaking the truth. This is not just some kind of crying that there is no money," he added.
According to the head of "Naresta", due to the rising cost, the construction of the stadium currently needs to be implemented in one stage.
"If the original plan was that we could start building the stadium and then devote more time to preparing and arranging the other stages, that is not the case now. Now we need to build everything at once, because construction will definitely become more expensive after a while, when all military orders become active," said T. Grincevičius.
According to him, finding a contractor who is suitable for the price currently set is a big challenge.
"The stadium needs to be built for a little less money than all the contractors would like, which is why this difficulty arises," said the head of Naresta.
"If there is someone who can build under the conditions that A. Avulis would like to build under here and now, then we can give up our place. It is not that we will somehow stop or harm them," he added.
However, according to T. Grincevičius, it is realistic to resume the construction of the stadium at the end of June.
"It all depends on the agreements," a representative of the construction company told BNS Plius.
BNS reported that Hanner CEO A. Avulis told Žinių radijus earlier this week that he was making every effort to resume construction of the national stadium by the end of June. However, according to him, they are currently facing a challenge in finding a construction contractor.
He also noted that there is currently a shortage of building materials, and according to him, the increasing cost of construction work will also pose challenges in developing the national stadium.
At the end of May, the European Commission (EC) finally approved the construction of the national stadium construction in Vilnius amendments to the concession agreement – it provides for the provision of state aid to the project.
For his part, Prime Minister Gintautas Paluckas stated that the Government will decide on the state contribution to the national stadium project in Vilnius after a conversation with the Mayor of Vilnius and after clarifying the deadlines and possibilities for implementing the project.
Last August, the Vilnius City Council approved changes to the complex's concession agreement - after changing the risk sharing, the project will cost the municipality and the state about 155,1 million euros.
Vilnius Municipality and the Ministry of Education, Science and Sports signed a 2021-year concession agreement with the company "Vilnius Multipurpose Complex" in October 25, and construction began in the fall of 2023 by the company "Naresta". They are currently suspended.
