The municipality is changing the multi-apartment yard management program. From now on, it will be easier for residents to receive partial financing from the Municipality for the renovation of yards - the obligation to form a plot around an apartment building has been abolished. Also, financing is sometimes increased by at least five times: from 10-15 EUR to 70 EUR for 1 square meter. m. Residents of renovated apartment buildings will be able to participate in the program from now on.
"We are investing a lot in making the life of Vilnius residents more comfortable and pleasant throughout Vilnius. We have already started to install cellular parking lots in the courtyards of apartment buildings, and together we will repair the sidewalks, curbs, and asphalt surface in the courtyards. In order for the changes in the courtyards of apartment buildings to take place faster, we also improved the Neighborhood program - we invite residents to agree among themselves on what kind of courtyard they want", said the mayor of the city of Vilnius Valdas Benkunskas.
Until now, due to the complex conditions of the Neighborhood Program, not everyone could participate in it, so the program has been revised and improved. From now on, the citizens of Vilnius gathered in the neighborhood will decide for themselves how to renew their yard and what to invest in - yard roads, sidewalks, parking lots, footpaths, benches, greenery.
There will be no need to form plots
The main obstacle for those who wanted to participate in the program was the condition to form and rent from the state land plots around apartment buildings. A neighborhood renewal project was prepared only after the plot was formed. The procedures took a long time. In addition, plots of state land for apartment buildings have been formed for some time according to the methodology of plot formation approved by state institutions. According to it, the boundaries of the plot are designed only around the building itself.
Most of the time, the existing buildings in the yard are not registered or registered in the name of the Municipality, and there is usually no space to install any additional facilities on the plot of land formed around the multi-apartment building. Therefore, the renovation was possible only in that small area.
In the new program description, this point has not remained. It is planned that from now on, the renewal of neighborhoods will be several times shorter. According to previous program requirements, project implementation took 2-3 years. Since the plot formation and leasing procedures are waived, the period is likely to be halved.
Funding is increased at least 5 times
Until then, the municipality allocated 10 to 15 euros per 1 square meter to those who wanted to clean up their yard. m. The maximum amount was given if the members of the neighborhood also contributed. From now on in the program for 1 sq. m. up to 70 euros will be allocated to the area of the neighborhood that is not built with buildings.
Also, there is no longer a requirement that the neighborhood must consist of at least 3 apartment buildings home Now even one can apply for financing apartment building. Support will also be given to apartment buildings that participate in renovation programs - previously they could not apply for financing.
In the previous program, along with apartment buildings, other buildings within the neighborhood boundaries could participate. However, that provision was abandoned, as the program could also be used by business entities. "The main goal of this program is to clean up the yards of multi-apartment buildings, not business entities, so we clarified the regulations of the program," he introduced the changes Vilnius city municipalities Ilja Karužis, head of the infrastructure group. From now on, only neighborhoods of apartment buildings will be able to participate in the program.
By participating in the program, neighborhood members will commit to maintaining the neighborhood area and the facilities installed and updated in it for 10 years. This requirement did not exist in the previous procedure.
At least one third of the territory is green
Yard roads, sidewalks, parking lots, footpaths, rainwater networks and lighting, benches, greenery, "owner's meter" - the area near the house, which is taken care of by the residents themselves, are renovated with the funds of the neighborhood program. The neighborhood program can also finance the design of simple structures - recreational or sports structures (gazebos, recreation areas, children's playgrounds, fitness equipment, etc.). The installation should be provided not from the program, but from other funding sources.
In order to preserve the green spaces of the neighborhood territory, the program envisages that at least 30 percent of green spaces must be left undeveloped. of the total area of the neighborhood territory, except for cases where the actual undeveloped area is smaller. In this case, only the renewal of the existing hard infrastructure is possible without additional construction.
The Neighborhood Program has been running in Vilnius for seven years. This program is intended for residents of apartment buildings who want to tidy up their yards and turn the surrounding area into a cozy place for leisure.
Apartment buildings built before 2002, owners of apartments and other premises that fall within the boundaries of the neighborhood can participate in the neighborhood program.
During the entire implementation period of the program, 52 cooperation agreements were signed, and 13 neighborhoods - spaces and yards between apartment buildings - were arranged. About 0,5 million is allocated for neighborhood improvement. euros.
