On Wednesday, the Government approved new - more specific and transparent - regulations for Pavilnii and Verkii regional parks.
"People living in the territories of Pavilniai and Verkių Parks spend a disproportionately large amount of time litigating with the authorities, while the more cunning ones find ways to take advantage of ambiguities. The Ministry is drawing a red line - we are providing residents who build their own housing on the outskirts of Vilnius with rules that will be the same for everyone," says Environment Minister Simonas Gentvilas.
In addition, the new provisions will remove part of the burden from the State Construction and Territorial Planning Inspectorate and other institutions, which will be made easier to make reasoned decisions, avoid ambiguities and legal disputes.
The regulations outline requirements for homesteads based on characteristic architecture and traditions. In order to ensure that the buildings do not damage the protected landscape spaces and do not visually dominate them, do not overshadow the naturalness of the surrounding environment and the protected natural and other landscape values, the ratio between the area of the plot of land and the size of the land area constructed with residential buildings and buildings for common use has been established.
It is stipulated that the buildings cannot be blocked, the residential house must be rectangular in shape, with symmetrical, gabled or four-gabled roofs with a slope angle of 35-45 degrees. Homestead auxiliary farm buildings - one-story, with gable, half-gable or four-gable roofs. It has been determined what the materials and colors of the roof coverings and facades should be. It is prohibited to use plastic materials and roof coverings of the same building for the decoration of facades.
In addition, there are requirements for managing recreational areas, building fences, fences, engineering structures and facilities, installing solar power plants, parking lots, regulating external advertising, mass events, etc.
It is also important that the wording is clearer and more precise. Some of the construction requirements of the regulations do not apply to homesteads, the existing buildings of which are taller or the area of land built by them is larger than specified. When reconstructing such homestead buildings, it is not allowed to increase their volume, height and the area covered by existing buildings.
When reconstructing existing buildings of existing homesteads belonging to regional parks that are not included in the reserves (for example, in garden communities), if their sizes are smaller, depending on the area of the plot of land, they can be increased without exceeding the maximum permissible sizes specified in the regulations.
Excessive, petty regulations that do not have a significant impact on the traditions of the architecture and homestead planning of the ethnographic region, such as dividing the window frames of residential houses into three, four or more parts, the requirement to install roofs only with eaves, have been abandoned.
The Ministry of Environment, while preparing the new version of the regulations, consulted and consulted with the Lithuanian Chamber of Architects, Vilnius city municipalities administrative architects, employees of the State Protected Areas Service, Pavilniai and Verkiau Regional Parks Directorate, lawyers, construction, territorial planning, architecture, landscape specialists and experts.
It was necessary to clarify the regulations of Pavilniai and Verkiai regional parks after the amendments to the Laws on Protected Territories and Special Conditions of Land Use, aimed at simplifying administrative regulation in protected territories, came into force. In the near future, according to these regulations, the new regulations of the remaining 33 national and regional parks will be adjusted and submitted to the Government for approval.
