Vilnius district The municipality is taking another step towards encouraging the renovation of apartment buildings and helping residents reduce heating costs. The Municipal Council approved changes to the financing procedure for the repair, reconstruction and renovation of common use objects in apartment buildings, which provide for the reimbursement of not only part of the heating system modernization work, but also the costs of designing and preparing documents for these works.
This decision was made taking into account the fact that a large part of apartment buildings in Vilnius district are old buildings, and their heating systems often do not meet modern efficiency requirements. According to current legislation, outdated heating systems must be renovated by 2026. July 1. The municipality, in order to accelerate this process and ease the financial burden on residents, especially those with lower incomes, decided to expand the scope of support provided.
"Such a decision is especially important for those with lower incomes - we want to ensure that renovation does not become an unbearable financial burden and will help reduce heating bills. In addition, modernized heating systems will not only allow for more efficient regulation of heat consumption, but will also contribute to the implementation of environmental goals by reducing greenhouse gas emissions," emphasized Vilnius District Mayor Robert Duchnevič.
As one of the most important changes to the financing procedure, the municipality names the decision to compensate not only for the modernization work itself, but also for the costs of design and document preparation.
"We will also compensate for the costs incurred in preparing the heating system modernization project and other necessary documents. This is especially relevant for apartment buildings that do not have a modern heating point or have an old-style point installed that does not allow for effective regulation of heat consumption," says the deputy mayor of the municipality, Dr. Danuta Narbut.
Additionally, it is informed that residents of such houses participating in the so-called "small renovation" (Climate Change Program project "Modernization of internal heating and hot water systems of apartment buildings") will be compensated not only for the part of the contract price not financed by the Environmental Project Management Agency, but also for all costs related to the design of these works and the preparation of documents.
It is hoped that these changes will encourage residents of apartment buildings in the Vilnius district to more actively undertake the necessary renovation work on their heating systems.
The application procedure has also been updated. The municipal administration will publish information about calls for applications on the Vilnius District Municipality website, on the social network Facebook account, in the local press and on the notice boards of the neighborhoods. Companies administering apartment buildings are also obliged to post invitations on the notice boards of the buildings and inform apartment owners by e-mail. Applications will be accepted at the municipality's customer service desk, sent by post to the Vilnius District Municipality Administration or by e-mail. The 2025 Vilnius District Municipality budget includes 350 thousand euros for financing the repair of common use facilities in apartment buildings. The exact need for funds for the modernization of heating systems will become clear after UAB "Nemenčinės komunalininkas" and UAB "Nemėžio komunalininkas" complete the applications received.
