The Social Democrats in the Seimas propose that state supervision of inland waterways navigation could be carried out not only by the Transport Safety Administration, but also by municipalities. They are also proposed to be given the right to check the tickets and baggage receipts of passengers on such vessels.
The amendments to the Inland Water Transport Code providing for this were registered by Violeta Turauskaitė, deputy leader of the Social Democratic faction of the Seimas, together with other members of this faction.
If Seimas If approved, state supervision of inland navigation would be carried out not only by the Transport Safety Administration, but also by the supervisory services of municipal institutions or their authorized bodies.
The draft also provides that municipal officials would have the right to check documents, passenger tickets and baggage receipts required for the carriage of passengers and baggage by inland waterway vessels within the territory of their municipality.
According to V. Turauskaitė, although municipalities are implementing public passenger transport projects on inland waterways, they are currently not granted such a right. It is expected that the adoption of amendments to the law will reduce the number of passengers traveling without tickets.
It is proposed that the new provisions of the code come into force on May 1 of this year.
According to the currently valid Inland Waterway Transport Code, only Transport Safety Administration officers have the right to check documents required for the carriage of passengers, baggage and cargo by inland waterway vehicles, including passenger tickets and baggage receipts.
