The contract of the Lithuanian Automobile Road Directorate (hereinafter referred to as the Road Directorate) entered into force regarding the preparation of pre-design solutions for the reconstruction of the A14 Vilnius–Utena highway section from 21,50 to 39,20 km. The contract, the value of which is almost 115 thousand euro with VAT, concluded with TEC Infrastructure UAB. Services must be provided within 7 months from the date of entry into force of the contract.
According to the concluded contract, the service provider will have to carry out research and prepare pre-project preliminary proposals. The suppliers will have to study and prepare 4 alternatives of the initial pre-design solutions (2+1 + connecting roads (with 3 different types of intersections); 1+1 + connecting roads (with 3 different types of intersections); 2+1 (with 3 different types of intersections); Mixed 2+2 and/or 2+1 and/or 1+1 (with 3 different types of junctions).
"We adhere to an ambitious plan that the Vilnius-Utena concrete road, which has become the "construction of the century", will be repaired by 2025. the end I really hope that the pace of implementation of this strategic project of the country will not slow down and that the pre-project proposals will be prepared without delays, and maybe even sooner. We have a clear plan and planned stages of reconstruction works that will ensure the renewal of this entire highway," says the Minister of Communications Marius Skoudis.
According to Remigijaus Lipkevičius, the head of the Roads Directorate of the State Enterprise of Lithuania, the most optimal alternative will be chosen after taking into account traffic safety, traffic intensity, traffic organization and cost-benefit analysis.
5 proposals were submitted to the competition, which were evaluated on the basis of economic utility, when the best proposal is selected, taking into account the ratio of price and quality criteria. In this purchase, the qualitative criteria are the term of the service in months from the entry into force of the purchase contract, the experience of the special structural project manager, and the price.
Works on the A14 Vilnius–Utena road will be carried out in stages. The section to be reconstructed first is from 21,50 to 39,20 km. Tender for contract work is expected after the design work is done. Contract works are planned to start in 2023. The price of the project will become clear after the preparation of the technical project and the completion of the public procurement procedures for the contract works.
The last reconstruction works on the national highway A14 Vilnius–Utena in the section from 16,00 to 21,50 km were carried out in 2019–2020. The road was reconstructed from two traffic lanes to four, two-level intersections with regional roads, pedestrian overpasses were installed, as well as measures to ensure environmental protection and traffic safety were implemented, engineering networks were reconstructed.
The main road A14 Vilnius–Utena is one of the main transport arteries of the country, leading from the capital to the surrounding municipalities. It is one of the most problematic and perhaps the only road with a cement concrete surface, which is worn, deformed and poses a risk to traffic safety.
