Analysts of the Special Investigation Service (STT) believe that the procedure should be changed in Vilnius, when builders of new buildings can reduce the number of parking spaces required for an additional fee. The municipality of the capital has not yet commented on the situation.
Currently, builders of new buildings or renovators of existing houses can pay compensation to the capital city municipality in order to reduce the minimum number of parking spaces near the building - such a practice, according to STT, is flawed.
"STT specialists notice that the municipality has not determined its specific obligations, how and where the paid compensations are used. The municipality does not publicly announce the received compensation amounts and what exactly the compensations were used for. These facts can be evaluated ambiguously, therefore STT sees a possible risk of corruption and proposes to determine that the act of completion of construction should be approved when both the builder and the municipality fulfill their contractual obligations", the STT report reads.
The specialists of the service also noticed that the local toll regulations of Vilnius do not specify the terms for how long a parking space can be reserved free of charge, which the builders installed outside of their plot and at their own expense, but handed over that space to the municipality.
Director of Vilnius Municipality Administration Povilas Poderskis told BNS that for the time being the STT's comments are being analyzed and the municipality's opinion will be submitted next week.
"Currently Vilnius city municipality analyzes the conclusions of the anti-corruption assessment submitted by the corruption prevention specialists of the Special Investigation Service regarding parking in the city of Vilnius. After analyzing and evaluating them, the municipality will present its assessment and decisions next week," asserted P. Poderskis.
